The Eastern Caribbean region is the birthplace of modern Citizenship by Investment (CBI). In 1984, St Kitts and Nevis launched the prototype CBI programme that fast-tracked investors’ progress to acquiring a Caribbean passport. 20 years later, the minimum investment requirement is $250,000.
Dominica is home to the second-oldest Caribbean CBI programme. This dates back to 1993 and a 2019 PricewaterhouseCoopers report echoes the sentiments of “one Government stakeholder, ‘the Citizenship by Investment Programme has given Dominica the means to become independent.’” In 2024, you will need funds of at least $200,000 to invest in Dominica citizenship.
The Antigua and Barbuda and Grenada CBI programmes share a 2013 origin story. For a limited period only, Antigua and Barbuda’s minimum Citizenship by Investment threshold is currently under half that of Grenada’s. That works out at $100,000 compared to $235,000.
St Lucia was the last Eastern Caribbean nation to the CBI party. The passing of 2015’s Citizenship by Investment Act brought the programme into being. To invest in Dominica citizenship in 2024, you’re going to need at least $240,000 at your disposal.
2019’s PricewaterhouseCoopers report shows what Citizenship by Investment gives the Eastern Caribbean region. As well as in Dominica, the programme has funded COVID-19 payouts to the local population across the region. It allows smaller islands the chance to compete with bigger countries on the world stage.

The strongest Caribbean passport is the St Kitts and Nevis passport. It allows you to travel to 161 visa-free destinations. The next most powerful Caribbean passport is the Antigua and Barbuda passport, with visa-free access to 157 countries.
22nd in our passport rankings, the Grenada passport facilitates visa-free travel to 155 destinations. One place lower, the St Lucia passport allows you to enter 154 countries without a visa.
The weakest Caribbean passport is currently the Dominica passport, although Prime Minister Roosevelt Skerrit is optimistic about the return of Dominica visa-free access to the UK that will boost visa-free destinations above the present number of 153.
